Three more arrested in KP Chacko murder case, accused injured in firing
ITANAGAR, Sept 16: In a major breakthrough, capital police today arrested three more
persons related to brutal murder of businessman KP Chacko. Superintendent of police
capital complex Seju P. Kuruvilla in a press release informed that this early morning
city police laid an ambush at Holongi area and arrested three persons. The three
arrested are Daya @ Gunda Basumatary, 21yr, village Baligaon under Dhemaji district
(Assam), Dora Sanjay @ Dora Tadu 22 yr, resident of P-
Police also recovered one pistol, 4 live rounds, one fired empty cartridge, one stolen motor cycle, 6 mobile phones and 9 SIM cards.
Based on the information gathered, the team led by SDPO Naharlagun Jumar Basar and consisting of Inspector M. Nyori, SI T Loya, SI N Lali, SI G Basar and constables from IRBN laid a trap and intercepted the trio.
During the operation accused fired at the police team and tried to flee. In response, the police opened fire and all the three accused have been caught. They have been admitted in R K Mission Hospital as they received bullet injury during the operation.
With the arrest of the above, a total number of seven accused have been arrested in the kidnapping cum murder case. SP further informed that investigation is in progress to arrest the remaining accuseds who are on the run.
Chacko was kidnapped on 28th August from his Naharlagun rented accommodation. His decomposed body was found few days later from Chiputa near Doimukh.
However, surprisingly the capital police have not revealed the names of remaining four arrested person.
APPSC postpones Mains exam, hundreds of aspirants take out rally in protest

ITANAGAR, Sept 16: Arunachal Pradesh Public Service Commission (APPSC) have been
forced to postpone the ongoing APPSCCE (Mains) 2013-
Cornered from all sides, it huddled in its office today to fend itself from the barrage of criticisms which has unleashed on it after what appears to be a sheer negligence leading to leakage of general studies question papers.
Hundreds of agitated aspirants today took out rally which started from APPSC office gate to Raj Bhavan. The candidates who were due to appear for Public Administration and Botany had to leave the examination hall after seeing the tense situation.
Angry protesters, holding placards, shouting slogan against the commission marched
to the Raj Bhavan and submitted a representation to the Governor which was received
by Secretary. The protesters demanded immediate cancellation of ongoing APPSCCE (Mains)

In its letter to the Governor, aspirants said that it was saddened by the commission as it allegedly circulated the general studies question papers 2014 since last October 2013.
“The commission has let down the entire state, and its credibility is under serious question” remarked a protester. Another protester said, “The entire members of the commission should be immediately terminated from their position or replaced, because they failed to perform their duties”. Later a group of protesters met the Chief Minister Nabam Tuki to brief him about the situation while submitting the same representation. Raj Bhavan reportedly have instructed the government to look into the matter.
However the state highest independent recruiting body’s move for redemption was seemingly too little and too late for itself as well as for the aspiring candidates, as BJP and All Arunachal Pradesh Students Union (AAPSU) already joined in condemnation.
The state BJP has demanded that the case be investigated by a responsible committee to restore people’s trust and confidence otherwise the Commission will continue to face criticism from all quarters.
Citing a past incident of destruction and burning of Commission’s building in 2012 due to alleged irregularity in conduction of examination for the post of Assistant Engineer, BJP said that time has come for Commission to live upto people’s expectations, especially younger generation.

It was quite a sight to witness hundreds of students out in already crowded street today in Itanagar braving the heat and dust, protesting against the alleged leakage of General Studies paper of the Combined Civil Service (MAINS) 2014 examination being conducted by the Arunachal Pradesh Public Service Commission.
One's heart went out for aspirants as they formed a long line screaming their frustrations out on the streets armed with hand written banners. Perhaps, many did not venture out for months together as they burnt the proverbial midnight oil preparing for the exam, considered one of the most prestigious in the state.
The Commission has announced postponement of exams but it is sure to affect the lives of many students who have been seriously considering a career in bureaucracy in the state and preparing for it.
Even though Arunachal Pradesh Public Service Commission has given the state some of the best officers, it is no stranger to controversies.
The reputation of the Commission has been in tatters because of its own doing. Over the years, the Commission has been dragged to court many times because of administrative indecisiveness and wrong decisions. Each time, the Commission has lost the argument in the Courts, which speaks a lot about it.
Other times it has been accused of nepotism, inefficiency and for lack of transparency in its dealing. They say reputation travel miles ahead of reality. In the case of the APPSC, the lines are not blurred anymore as it has found itself in serious trouble again and again.
One is left wondering why effective and foolproof mechanisms have not been put in place by the marred Commission. The least they could do is ensure that papers are not leaked. Year after year, the commission cannot afford to make avoidable mistakes.
To be fair to the Commission, this latest episode does not look intentional as the unused question papers of 2011 were apparently given out to all those who sought for it since last year. But it sure looks like carelessness on the part of the Commission, which has left aspirants on dire streets.
Will the APPSC try and learn from its past mistakes or will it live up to the reputation of being unable to do anything without committing series of mistakes? One must remember that careers of students and future of bureaucracy is at stake if the very Commission entrusted to search talent fails to exhibit some talent in conduction of its numerous exams.

Taking serious note of the incident, the faculty members of DNGC under the banner of Arunachal Pradesh College Teachers Association (APCTA) DNGC unit today gathered at College and resolved pen down strike till their demands are met.
The association demanded immediate compensation to the victim and immediate measures to stop violence against faculty members. The association also resolved to stage dharna in front of administrative block of DNGC from 8.30 am and will march to Director Higher and Technical Education office on Wednesday in protest against frequent violence against teaching fraternity. It is said that college GS election in DNGC often leaves trail of violence and teaching faculty are ostensibly sandwiched in the rivalry.

Apex Bank inks MoU with NSTFDC, becomes channelizing agent for ST progs
ITANAGAR, Sept 16: National Schedule Tribe Finance & Development Corporation (NSTFDC), a government of India undertaking has entered Memorandum of Undertaking (MoU) with Arunachal Pradesh State Cooperative Apex Bank Limited, appointing later the additional channelizing agent for various schedule tribe related programmes for Arunachal Pradesh.
Participating in the MoU signing function, Chief Minister Nabam Tuki termed it a red letter day for the state and exuded hope that the two agencies would cater to the needs of the tribal populace of the state.
While welcoming the novel decision of NSTFDC for appointing Apex Bank as the additional channelizing agent, the CM exuded confidence that with the entire 32 branches of the cooperative apex bank located mainly in remote areas, the basic objective of the Corporation to support people at situ for employment generation and raise their level of income would be achieved.
“My Government is conscious that we need to create rich pool of human capital to address the concern of unemployment amongst our youths. You all will appreciate that we have created a separate department for Skill Development & Employment Generation to address the problem of unemployment and under employment in the state” Tuki informed the gathering.
He further disclosed that Employment Generation Council and the State Skill Development Council have been constituted with an objective to firstly provide skills and then identify gainful employment opportunity for the youths.

The chief minister suggested NSTFDC and APSCABL to come forward for more financing programmes especially in skill development and employment generation through institutional and job training, besides focusing on agri and allied sectors.
The chief minister further requested the NSTFDC and Cooperative Apex Bank to support students pursuing job oriented courses like UPSC, APSC and other competitive examinations. Tuki suggested for providing educational loans to the tribal citizens on easy documents so that more and more youths from the state can pursue quality education.
Speaking on the occasion, Chief Secretary Ramesh Negi emphasized on project formulation considering the viability of the projects/schemes. He stressed on the agencies to built linkages between the local entrepreneurs and the market so that the produces of the locals are properly marketed.
In his keynote address, CMD NSTFDC G Ramesh Kumar while giving an overview of the programmes and functions of the Corporation hoped that the welfare measures taken up in Arunachal Pradesh would bear fruitful results with the involvement of Arunachal Pradesh State Cooperative Apex Bank which has deep rooted presence in the grass root level. He sought support from the state government for successful implementation of all the programmes initiated by the corporation.

Leave no scope for complaint, CM to engineers
ITANAGAR, Sept 16: The 47th Engineers Day was observed here last evening by the Arunachal Pradesh Engineering Service Association (APESA).
Addressing the gathering of the engineers on the occasion, Chief Minister Nabam Tuki advised the engineers of all work departments to stick to basic rules of schemes and projects and leave no scope for complaints. He said every care should be taken in the preparation of projects at the very early stages so that implementation part is smoothly completed.
Lauding the engineers of all cadres and disciplines for their contributions in building the state, Tuki said “No development is possible without engineers and engineering. Therefore, you all are of prominence to the society.”

The Chief Minister pointed that the job of the government or the concerned department is not finished after completion of a project. He said projects completed must be put into use as envisioned.
“There are some projects, which after completion, are lying defunct for various reasons. This is wastage of public money and loss of time and energy of the department concerned,” he observed and stressed for better coordination between sister departments.
In order to do away with loopholes in formulation and execution of projects, the Chief Minister suggested formation of a Technical Committee both at the state and district levels to study projects from all angles and monitor their execution.
Tuki also advised the officials of the work departments to submit Utilization Certificates to concerned ministries on time to facilitate release of funds from the Central Government. Another issue that he pointed, which needed to be taken care of, was revenue leakages.

Police arrests attempted murder suspect
BOMDILA, Sept 16: On September 6, one Md Mojibur Rehman, driver of White colour Bolero of Tezpur was brutally attacked with a Dao and later the attackers fled with the Bolero, informed ASP Doge Jini i/c SP Tawang and West Kameng district.
On September 5, Dadar Lorah of Seppa and Roy Bhowmik of Rubber Bagan T3P hired the Bolero from Tezpur on the pretext of an urgent work at Dirang in West Kameng. After a night halt at Bomdila, on their way to Tawang, Dadar and Roy attacked the driver with sharp weapon and threw him into a ditch assuming him to be dead at Thonglay about 12 kms from Lumla.
The duo after committing the crime fled away with the stolen vehicle (Bolero).
However, the villagers of Thongley village picked up the driver and brought the driver at Lumla hospital in critical condition.
On hearing the incident, the OC PS Lumla SI Tsering Dorjee alerted all the OCs and Check gates of both the districts of Tawang and West Kameng and swung into search operation. Next day the stolen Bolero was intercepted at Nag Mandir Check gate in West Kameng with its number plates removed.

Soaring prices of vegetables hit common people of Ruksin, Pasighat

RUKSIN, Sept 15: Though the stabilization of onion prices brought some respite, steep hike in prices of raw vegetables, fish and meat in the markets of Ruksin and Pasighat has hit hard the common citizens, particularly the wage earners.
The prices of the leafy green vegetable, fruit vegetables and local fishes have become almost double than that of the last year, while the vegetables imported from other states are being sold at an exorbitant rate.

Forum demands ban on deputation of teachers
ITANAGAR, Sept 16: Arunachal RTI Activist Forum in a representation to the Education Minister has demanded immediate cancellation of surplus Block Education Officer as well as immediate and permanent ban on deputation of teachers. The letter said that there are 150 BEOs in the state whereas the sanctioned number is 32. The forum said that while the schools are facing shortages of teachers, so many teachers have been engaged in administrative duty.
The Forum further called for immediate call back of subject teachers engaged as BRC/CRC and other non teaching departments in various flagships programmes.
It further called for recalling of teachers on deputation outside the state.
ASUD resents Delhi Police’s inaction
ITANAGAR Sept 16: Arunachal Students’ Union Delhi (ASUD) has resented Delhi Police’s alleged inaction in arresting the culprits involved in attack on an Arunachalee nurse at All Indian Institute of Medical Science (AIIMS), New Delhi.
Although an FIR was lodged with Hauz Khaz Police Station, New Delhi against the culprits immediately after the incident took place on September 10, there has been no positive response from Police till date, ASUD alleged.
It also alleged the Investigating Officer (IO) of giving some lame excuse like difficulty in identification of the miscreants due to false entry of name in the register book etc.
Dissatisfied with the manner in which the case is being taken up by Delhi Police, ASUD sought the intervention of the Union Minister of Home in this case.
According to an ASUD release, the Home Ministry has sought a status report of the case from SHO, Hauz Khaz and the IO fur further action.
Apiculture training held at Mongku
PASIGHAT, Sept 16: The agriculture department conducted a daylong training program on Apiculture at Mongku village today.
Altogether 70 progressive farmers from Bogong I & II, NGOs, SHGs attended the training programme.
On the occasion, ADO Miram Perme urged the traditional beekeepers to adopt modern and scientific beekeeping practices to increase the productivity of honey. He also urged them to motivate unemployed youths to take up beekeeping enterprise as a means of self employment and sustainable economic source.
Perme while stressing on organic cultivation practices in the village said such produces would get good market value and boost Apiculture mission also.

ITANAGAR, Sept 16: Sports Authority of India Special Area Game Centre, (SAI SAG), Naharlagun emerged overall champion in the 22nd State Level Taekwondo Championship held at Doimukh from September 12 to 14.
Doimukh Taekwondo Academy and Papum Pare Taekwondo Academy became the first and second runners up respectively.
The closing ceremony was attended by Papum Pare Deputy Commissioner Tai Kai and Deputy Conservator of Forest Chukhu Loma, who distributed prizes to the winners and runners up.
Over 400 players from different parts of the state participated in the championship.
Earlier, the championship was inaugurated DCPF president Tana Pahi in presence of Papum Pare DDSE Tana Tagu Tara.

Nyokar Siram passes away
PASIGHAT, Sept 16: Nyokar Siram, who served as Yagrung Head Gaon Bura and father of former Minister Bosiram Siram died on September 15 at around 11.59 pm at his private residence at Diking village, Pasighat after prolonged illness.
Later, the mortal remain of Lt. Siram was brought to his Yagrung residence for the last rites which will be performed tomorrow at 1100 hrs.
The 91 yrs old Nyokar is survived by ten children.
Late Siram was born in Sido village. He dedicatedly served the people of Yagrung as Head Gaon Bura and was liked by all for his effective and impartial justice delivery system.
Acknowledging his visionary mission in Agriculture and Horticulture sectors, the Agriculture department of the then NEFA administration sent him to Shillong, Jorhat, Chabua, Margarita, Daporijo, Aalo and many other places in 1960 to gain better knowledge in agriculture and horticulture sectors.

Indigenous Festival
ITANAGAR Sept 16: West Kameng Indigenous People's Society (WKIPS) comprising various tribes in the district has decided to celebrate West Kameng Indigenous Festival from November 22 to 25 at Bomdila which will also commemorate the raising day of the society.
The motto behind the celebration of the festival is to promote and preserve the aged old culture and tradition of the indigenous tribes of the West Kameng district. This festival would also promote tourism in the district, according to a WKIPS release.
Seminar on Indigenous tribes of West Kameng, traditional dances, ethnic shows, sports events, food festival will be some of the main events during the festival.
When a WKIPS team headed by Parliamentary Secretary Phurpa Tsering called on Chief Minister Nabam Tuki to apprise him about their proposed festival, the latter has assured all possible help from the government for the successful celebration of the festival, the release said.

The tip of iceberg in public impropriety

It is not legally proven that the paper-
This incidence is an opportunity for all the patriotic citizens of this beautiful state to look into the blatant malpractices of our public authorities. The struggle of deprivation, disregards for the existing rules are order of the day for many who do not have money, muscle and political power. It is an oft repeated adage that the state where a person with simple diploma can aspire to rise upto Chief Engineer by distorting the basic rules and acquiring degree from unrecognised correspondence course, an Assistant Engineer can overnight attain the rank of ADC and can wield unlimited power, a clerk can reach upto Director level in the department without proper graduation, a junior teacher becomes DDSE within short period by taking circuitous route of promotion bypassing all the seniors and many people are serving today in the state in group ‘A’ post without facing any competitive examination in their lifetime. Please do not forget all those tainted elected leaders boasting themselves as “Public Leader”. This is the state in which the Home Minister cautions the public not to venture out and proudly declares that his office cannot be blamed for the lawlessness prevalent in the state. Every year in the name of relief and rehabilitation the crores of money is spent without reaching a single penny to the affected individuals. This is the state where state capital roads look like village roads of 18th century despite huge amount out of the state exchequer earmarks every year for road maintenance. This is the state where vehicle to human population ratio is disproportionately high although state is categorised as underdeveloped. This is the state where government land grabbers led by officials from land department form an association urging the authority to regularise their misdeeds and most importantly the authority is tacitly supporting the idea. This is the state where students are more interested in politics and contract works than study. It is a fashion in the state to introduce oneself by giving a visiting card of some x, y and z unions and associations. The so called educated people demand money and job in exchange of vote during election is the ultimate irony of our state and such trend is the mother of all evils.
Hence, our state is languishing in the bottom of the development ladder and still struggling to come out of this vicious circle. The blame for such mess should be shared by everyone because it is a fact that one who commits a crime and one who overlooks the crime happening in front of one’s eyes, are criminal. Here one can only resolve to save the state out of this vicious circle by fighting any form of malpractices committed in public life. Let’s use such incidence of alleged leak of question paper by APPSC as an eye opener for all of us because this is just a tip of iceberg in the world of public impropriety in our state.

Dear Editor,
This is regarding last Saturday's written examination for the post of "Sheristidhar" for Gauwahati high court, Itanagar permanent bench. 38 questions are repeats from written examination for direct recruitment of Junior Administrative Assistants for the principal seat of Guwahati High Court which was conducted on 6th April 2014.
Was last Saturday’s written examination only formality to show exam was being conducted?
It is matter of serious concern that 38 questions are repeated and it appears fishy.
Would the concern authority give explanation for this gross violation? If they cannot answer then they are making a mockery of all candidates who came from interior places to write the exam.

Pathetic roads
Dear Editor,
Through the column of your esteemed daily, we would like to share some concern about the pathetic condition of District Institute of Education and training (DIET), Naharlagun.
We visited the Institute recently where we noticed that there are no proper road and boundary wall to safeguard the compound and so far there has been no attention from state Government.
The road and boundary wall from both sides are completely damaged by soil erosion due to earth cutting by encroachers.

Mains Exam to continue” published on 16th Sept’ 2014 or the claim that APPSCCE (main)
2011 set B was made available to few examinees since last October 2013” is true even
to a slightest extent, than the Arunachal Pradesh Public Service Commission should
immediately consider making the GS-
By this, aspirants would be saved from the cumbersome burden of giving the exam again-
The Commission should not ignore or shy away from the issue at any cost.

Special Corporation for NE region
The union minister for road transport & highways Nitin Gadkari on Monday said a special corporation will be set up soon to look after the road projects in the northeast. Even though he did not set time frame, Gadkari stated that body will have its headquarters in Guwahati and execute road construction works for the entire region.
